Change the Hermit-Face at his Base-Entrance to a Keralis-Face and then place bushes all over his place and say he shall care for them as long as you rule the village.

Make a jail where he set his spawn point. with obsidian and nether brick. A Book saying he has broken the rules on his own server and tell him he knows what hes done.
