You cant make the horse armor anymore, you got to find it in chests from dungeons, mineshafts, villages or nether foretresses

The 6 minute Fire Resistance potion becomes 3 minute I think, because it gets equally divided between you and the horse. Therefore in theory, you get 3 minutes of resistance, and the horse also gets 3 minutes of resistance.
