19.40: you see the new traffic engine at work, the cars get devided up between the streetcar-avenue and the parallel high density road thats just a tad longer traveldistance.

Could it be that there are no teachers at your schools since you have lots of unfulfilled jobs? It could probably put a limit for the number of students you can teach in your schools
