The map is information that the game uses to know where to render certain items and blocks etc. They are editing that information not the actual game.

This is in fact vanilla since vanilla means not having any mods, Mcedit only tells the game to do certain things it can do already.

No vanilla means there is no mods required Mcedit is not a mod it’s an external tool. Mojang approves of it and said it’s not a mod.
