No, it does not. The bow must be enchanted for the arrow to have any properties.

just an aside on killing your villagers, as long as your hand isnt involed in killing them they dont care if another villager dies. You can still if you want dispence lava directly onto a villager and the others dont care a lick. just dont punch em in the face, thatll piss em off real good
