for that you need to use a damage value, rather than a datatag.
/setblock [coordinates] powered_repeater [damage value]
the damage value can be 0 through 15, just try them all.
0 will be on 1 tick facing direction 0, 1 will be on 1 tick facing direction 1,
4 will be on 2 ticks facing direction 0, etc.

try 93 (repeater id) and then another number.
You have to try all the numbers untill you get the new one
