It powers the block diagonally from the dispenser triggering a block update which deactivates the dispenser much earlier. I think. Something to that extent. Speeds up the deactivation so that you’re not swimming every time you want your portal to shut up.

i should be making fully automated version very soon, i did a version with pressure plates not long after i did this one but then when tripwires came out i started redesigning it.
