It’s better if you put fences where the hoppers are now and hoppers below
it. The villager may throw the bread over the hopper to the other villager.
But they can’t throw it over the fence but they will try to. The bread will
fall straight into the hopper then

Make a small wheat farm where the original village is, so they have food to
breed.
