    NO xisuma, the 4th terriforming tool does not just make a deep hole. if you
    right click an elevation of land, it will set the left mouse to raise and
    lower to that height of land everywhere.

    Xisuma, docm77 made a very interesting video about the death problem. The
    reason why it happens is because every person in-game lives for the same
    amount of time, there is no variation on it. Therfore when you develop an
    area all at once, all of the people in that area will die at the same time.
    So, there are tons of people dying at once so there are lots of death
    bubles. Unfortunately the only way to combat this is to build the city
    ‘naturally (not spending up time) that way everyone will die at a different
    time. This is a bug but hopefully you now understand it and can maybe
    combat it by letting the city expand naturally.

    With regards to the highway/freeway going through the island that you want
    to build on.

    Maybe you could build the highway into/onto the cliff face maybe? I think
    it would look really cool :)

    Does this game run well? Last time I checked, it is pretty unoptimized and
    CPU heavy, I only have a dual core Pentium and a GTX 960

    Can’t you just make a few holes in the island and have a sewage emptier
    from the city waste into the first one then use a treatment plant to pump
    slightly better water into the next hole and continue until the water is
    okay for citizens to use?

    The level tool is the one with the sideways arrows. You just need to right
    click on the terrain hight you want first then left click will bring the
    terrain to that high, you were correct though by default the level tool is
    set to sea level thats why it dipped down so much.

    The initial problem with the terraforming tool is alot of the ui is missing
    from the one you get in the map editer so if you want to get a better
    handle on how to use it I would recommend going to the map editer and use
    the vanilla terraforming tool that has all the ui and tool tips
