Imagine a scenario:
Someone’s at house doing things.
Suddenly power cuts off, for weeks. Basic services collapsed, water is
down, basically it turned back into a village.
Agonized, people request for answer or they will leave the city.
Someone says the mayor is actually trying to get a unique building going by
making people abandon their houses.
Shocked and dismay, everyone left the city, in all the mess the mayor made.
Weirdly, they also moved back in after the disaster happened and everything
seems to have never happened.

maybe if you get rid of the highway through the city it will fix stuff
because you will never see a city with a high way going right trough it
IRL. make it like a big circle/square city with a highway comming in and
out at one side and the same at the other side.

What I would have done is;
Buy a new plot of land, and build a new compact mini-city, and then make it
go to chaos, while the main city is still making money and whatnot.
