A seamoth does replenish oxygen. Just watch the end part and you will see
it coming back.

the seamoth DOES refill your oxygen. at least in this episode it did (at
the end). probably not before.

One thing you might try for moving your observatory around is to collect a
couple of floaters (the pink sacs that you find on rocks sometimes) and
attach them to it. That should float it up a bit and allow you to push it
around as well if you need to get over obstacles. If you are very careful,
you can even push it around with the seamouth with minimal damage to the
minisub (which could be repaired with the repair tool). I was able to move
mine around that way, but haven’t tried with the new update.

If you want to find the island, you have to go to the backside of the
crashed ship and go in the opposite direction. So once you get to the
backside you just move away from it and the island should pop up pretty
quickly if you take the cyclops.
