You just have to stand back from the villager to use a fishing rod on it.

I what to make one change in the results, you can hook horses and villagers
however the hook must be aimed at a certain distance, otherwise you will
interact with those mobs. :~)

HRM well X, you can use the drop on the fishing line (like an arrow drop)
to hit a villager (if you are outside the range of interactivity)

There is a minor deviation in your tests. You CAN use the fishing rod on
the villager and horse, but you must be ~5 Blocks away from them. Thank you

When you cast a rod above a villager, and let is slowly drop onto him, it
should be able to attach, right?

Hostile Mobs WILL despawn if you use your world in peaceful, even it it has
a nametag.

if you have a spider-jockey, do you need to give both the spider and the
skelly a name in order to make the jockey not despawn?
