well 3 torches per segment, 3 x 7, 21, plus ten inverters, 31, 42 for the decoder, 73, 2 per latch, 2 x 10, 20, 93, plus 10 for the reset, 103 torches in total. Pwner!

oh wait derp there are 7 inverters, so 103 – 3, for the inverters, but there are 10 inputs not counting reset, so still 10 latches, and i forgot 0. revised, 106

Your reset system is bad, because it takes a +1 tick delay to get to each number.
And so it takes a 11 tick delay to reset the 9. As that you needed a 12 tick delay to power the 9
I made this and i could just get a 2 tick delay to reset and a 4 tick delay to power the pistons.

guessing about 100 redstone torches. 0 torches lol. also If you used lava rather than water, the display would be more visible and look prettier at night.

@BrenyBeast What is the mod everyone seems to use to increase look distance? I use zombies but for some reason it doesn’t work with SPC.
