No, it’s PUBLIC, you don’t have to pay to get into the 2 public servers. If you do pay the highest amount (i think $100) you get a reserved spot; like Paul.

it’s because the server is full, if you are premium you can join in one of the reserved slots

You only need to pay 20 dollars(silver membership) to get a reserved spot.

Right now in minez: i have a golden apple, cake, milk, cookies, lots of health potions, sears(i know what they do(it has to do with dye and paper)) iron and chain stuff, enchanted iron swords, enchanted bows, a hoe, and a perk that give me a stone axe in my spawn kit for a day

Which part of “free” do you not understand? Or, if you’re referring to the original MineZ server, you need to donate at least 20 dollars to enter but you’ll have some bonuses and a reserved spot upon the final release.
