A costly but elegant way for solving speed problems in railways is using detector rails in combination with powered rails. If you need to be boosted: put a detector, then a powered. If you need to be boosted in both directions, add another detector on the other side. If you need to be slowed down: put a powered rail, then a detector, so that when you arrive you slow down because of the unpowered rails but you still get the boost when coming the other way. I hope it was somewhat clear. :)
