Paint.NET is free and can be used for this purpose.

Yeah.. BUT there are a bunch of lazy people in the world *cough* me *cough* and he also has some custom paintings in there and a custom Title screen background or he use to not sure at the moment.

Gimp, for example, is excellent picture editing software, nearly up there with Photoshop, and yet it is free.
