you can fix the problem with the hopper by simply add a glass pane where the items fall in to the main water stream and hit the glass pane and are then in the middle.

Easier way to ‘not refill’ is using minecart chests that move over the hopper….

p.s if you put the water stream on the same level as the hopper and put ice it should never get stuck
