you need more medium and high wealth shops! lower wealth levels still like going to higher wealth areas. Use fancy parks around shops to draw people in!

xisuma the reason why your shoppers are leaving the city is because they are too happy. Shoppers are made to get happiness and take it back to their house. If your city buildings have a very similar happiness then you need them to lose happiness. A way to get them to lose happiness are to raise taxes to over 15%.
you can watch halbystarcraft’s sc5 videos where he finds how the game works and tries to solve it. these few videos are trying to slove the shopper problem
