You should replace a trade depot with a trade port as it holds alot more storage and allows you to build more than just 4 extra plots if needed

To help drop the traffic down you need to add a train station and to help with the deaths per day you need to add different treatment wings to the hospital

I think on the trade depot you need to click ‘Okay’ to confirm the sending of the alloys/metals/plastics. Not really sure, but I would have clicked ‘Okay’ to be sure, as you did not show it after you changed the export settings.
