Tips, add more bus terminals and park n rides dotted throughout the city. with that population you need MASS transit, not just a few busses.

Solar plants are honestly a waste of time. Your city is very educated so you might as well get a nuclear power plant . It should provide enough power for your entire city and more. If you do decide to do it, look at the wind map and place it in the corner that the wind is plowing to.
