Replace the wind farm with a water treatment plant and reopen the nuclear power plant. You need to water anyway, the existing treatment plant is too close to the industrial zones, and the water is needed for the nuclear plant (which consumes a whole lot of water). The sewage plant refills the water table, so the two facilities need to be next to each other.
