A Dormitory is where the University (or college) students sort of live (If they choose to) while there in the university. I think thats what it is!

you need to upgrade your roads, there is a up-arrow to the left in the “road menu”it will allow higher density there and you get more money, also place trees (2nd tap under nature in the park menu) on top of polluted areas, it will clean it up over time.

Just saying, but diffrent parks attract diffrent people. Try reading the text under the pictures of the parks when you select them.
