Xisuma, with the mining fatigue it is from level 5 (so number 4) that you are completely unable to break blocks. In 1.5 they added that the effect command has no limit until level 128 (so number 127, tested myself) but such high level would be useless. That means you could make a nice lobby for your PvP map!
