Use cobble (or what have you) to disable the spawner. Lay the blocks two courses deep, starting at the level of the spawner itself and 5 blocks in every direction from the spawner in a big square. Then you can turn it into a farm.

I don’t know if you’re planning on doing anything with glowstone blocks, but using silk touch is a far more efficient way of harvesting it than breaking the blocks and then rebuilding them from dust. I build a lot and use a lot of glowstone, so that’s pretty much 99% of what I use silk touch for.

Then again, you have said that you don’t spend too much time worrying about efficiency. And if you’re only looking for the dust to make potions, I suppose it wouldn’t make as much sense.
