Yep, it’s russian. This “ДЕЛК” thing is pronounced as “Delk” and it means “Valve fails at finding a guy who could make a fucking russian word that actually exists in the language and isn’t a composition of random letters”. If you know what i mean.

I recognise the black guy’s voice about 5 minutes in from the movie that I saw when I was a kid/teen called “The Land Before Time VIII: The Big Freeze”. He plays Mr. Big Nose. I was probably 14 when it came out, but I was following the series of films because they made up a large part of my childhood.
