Etho in next patch mobs WILL spawn on half-slabs and stairs. They changed it.

why wont anything there catch fire from the lava?

etho, if you move the torch tower down one (in line with the water), then place both a block behind the torch and beside the torch, the water physics will force the water to take the path of least resistance resulting in it going into the slime farm and not the torch
