To balance the speed boost on the race track just make the jump harder so
it is more of a reward.

IIRC. A splash potion colliding with an entities hitbox gives them the full
duration of the potion. If it does not, its the distance from the player,
so further away = less duration. So you will need splash it somewhere near
the horse, not at it :-)

If you used ice, you could probably get a more accurate speed boost, and
using packed/normal you could create an arrow design so it looks like a
speed boost :)
