Instead of using a hell bunch of repeaters, what you could do is to use a piston clock that is pushing cobblestone around in a circle with a single glass block in between, so when the glass block get to the output it will send a puls.

You can use repeaters on either side of an AND gate to get extreme delays if the delays on either side do not match. It should be fairly easy to get in the range of ~7 seconds. Then, use a T flip-flop on the output because it only flips state when the input transitions from off to on, which will double the delay and give you your memory device all in one shot.
