How about you install the mod that gives constant full demand for
residential, commercial, industry and offices? That would mean the
commercial issue wouldn’t limit you to just commercial and you could expend
residential too :-)

I feel like the cities have low populations compared to how big the city
is. Like that size of a city should have a a few million people. I think
they should make the population scale better with the city. Just a thought

The only logical reason that they dont have enough workers is that the
workers work in other places , in other words: Offices and Comercial. The
comercial demand is huuge so dont remove it but you have alot of offices.
