do parks and recreation on the district and increase the bugget for the
parks …. this worked ALOT for me and raised the land value much more

Maby make a boulevard just like in gta with comercial at the beach and
houses at the back. I think it don’t have to be a part of the city that
makes money but be a high land value part with a lot of parks. just make it
overkill and no big highways and big things.
